The Hunter Becomes the Hunted
Red Hulk first appeared in Hulk #1 (March 2008), created by Jeph Loeb and Ed McGuinness. His identity was initially a mystery, with Marvel keeping the secret for over a year before revealing that the Red Hulk was General Thaddeus "Thunderbolt" Ross—the man who had spent his entire military career hunting Bruce Banner.
Ross's transformation came through a combination of gamma radiation and cosmic rays, orchestrated by the Intelligencia (a group of Marvel's smartest villains including MODOK and the Leader). Unlike Banner, Ross retained his intelligence and military training when transformed, making him a more calculating and dangerous Hulk.
